Lionel Fernandes is a highly experienced Marine Engineer holding a Chief Engineer Unlimited III/2 Certificate of Competency (MCA), with over twenty years of progressive experience across the maritime industry. Throughout his seagoing career, he accumulated extensive sailing experience on large container vessels and passenger cruise ships, acquiring specialized technical knowledge across diverse propulsion and power systems, including slow-speed engines, medium-speed diesel engines, diesel-electric propulsion systems, and high-voltage vessel power systems.

Following his seagoing career, Lionel transitioned to shore-based technical ship management, holding positions as Technical Superintendent and Fleet Manager. His responsibilities encompassed vessel audits and inspections, dry docking coordination, major retrofit planning and execution, budget management, and comprehensive ship management operations.

He successfully set up a ship management office for a reputable ship owner in the United Kingdom, overseeing recruitment and staffing of all technical management positions. Prior to joining TMC, Lionel served as Project Manager and Senior Marine Operations Manager, directing major retrofit projects at leading shipyards in China, further strengthening his expertise in complex maritime engineering initiatives.

Whilst being employed as a consultant at TMC, Lionel Fernandes was appointed as the Marine Engineering Expert for Liskow in the MV DALI allision case involving the Francis Scott Key Bridge. Over nearly two years, Lionel and fellow TMC Marine experts provided invaluable technical expertise and maritime knowledge instrumental in achieving a historic settlement for Liskow representing the State of Maryland.
