Joe joined TMC Marine Pte Ltd Singapore in December 2025. He is a results-driven maritime leader with 18 years seagoing experience, including about 3 years in command, and 15 years ashore, combining operational expertise with commercial acumen. Specialising in marine casualty investigation, risk management, and safety mitigation, Joe has extensive experience with regulatory compliance, training, and safety management systems (ISM/ISPS).

Joe has been a Senior Marine Surveyor with MPA Singapore, leading and conducting marine accident investigations. He has also developed and managed leadership programmes for shipping companies, and academic and commercial strategies for crewing operations and maritime training, which included developing, planning, and conducting the training.

Recent experience includes incident investigation and salvage in respect of cargo damaged on board a heavy deck carrier, and leading the salvage operation of an ocean-going tug and barge after a collision with a bulk carrier, with general cargo still on board.

Joe is also experienced in general and containerised cargo inspections, as well as vessel surveys, investigations and audits, including pre-purchase, evidence collection and witness interviews.
