Neale is an experienced marine professional with 14 years sea-going experience on a variety of ship types including bulk carriers, tankers RoRo, container / general cargo / reefer ships and, including 2 years in command. Neale was awarded Chartered Master Mariner status in 2022.
After coming ashore over 30 years ago, Neale worked in the Far East for a few years, before moving to the UK with his family. Neale initially worked as a marine surveyor and consultant and subsequently in QA, Commercial and Operations Managerial roles, before joining a major P&I Club.
Neale joined TMC UK in October 2021, and has recently relocated to Singapore, where he heads TMC’s regional office.
Shore-based maritime experience includes:
- Expert witness, investigations and reports on vessel operations, ship management and best practices, P&I claims, maritime accidents, incidents and cargo damages.
- Risk assessment of maritime operations including assessment of navigational operations, bridge team interaction and associated management responsibilities.
- Expert advice and investigations of bulk, steel, mineral, project and general cargoes, including cargo handling, liquefaction, damage, stowage assessment and mitigation, cargo fires, hold cleanliness.
- Experience with container operations, including planning, logistics, stowage and securing, DG cargoes, and assessments of container operations, losses and practices ashore and on board.
- Experience with forest products and timber, including carriage and securing of timber deck stowage, cargo care, handling, stowage and securing of general forest products.
- Experience with the management and operation of RoRo, vehicle and reefer vessel and cargoes, crude oil and petroleum products.
- Experience with Salvage and Distressed Cargo operations, including contractual negotiations.
- Marine Quality Assurance, ISM/ISO Auditing, cargo, vessel, P&I and loss adjusting surveys, inspections and assessments of bulk, container & general cargo vessels and ISPS audits of Oil terminals.
- Excellent interpersonal and communication skills, public speaking, presentations and workshops
- Chartering and commercial operations, including charter party reviews, post-fixture formalities.
Neale provides timely, accurate and verifiable expert advice, assistance and reports on Marine and Technical matters for P&I Clubs, lawyers, shipowners & managers. This includes high value and profile claims as well as routine cargo, navigation and technical enquiries and incidents, with a view to determining a course of measurable action.
